Pulse Consult strengthens residential offering amid housing sector momentum

We have strengthened our residential capability with the appointment of industry veteran Mash Halai, bringing more than 30 years of housing sector expertise to accelerate our growth. 

Following three decades at John Rowan and Partners, where he led its residential development arm, Mash has extensive experience across affordable and private housing, joint ventures, s106 package deals and land-led projects. He has worked with housing associations, local authorities, housebuilders and developers in the South East, helping to deliver thousands of new homes and leading major estate regeneration schemes across the region. 

He has also served as account director for several G15 housing associations and as a non-executive board member at Origin Housing for two terms, guiding investment decisions and helping shape joint venture strategies. More recently, he was on the board at The Housing Forum for three years. 

Operating as director at Pulse, he will lead our expansion across affordable and private housing, co-living and student accommodation. He will work closely with sector specialist and board director James Peake to deliver modern, high-quality developments that meet growing demand and support sustainable communities, contributing to the government’s 1.5m homes target.

Pulse is actively delivering some of the country’s leading regeneration projects, including the £320m Tustin scheme in South Bermondsey, London, for Southwark Council, which will deliver 690 new affordable homes for the area. 

We are also progressing a student residential development at Kennington Lane, which is due to close soon, as well as other projects including a distressed scheme in Southwark.
