The challenge
A world-class home for Liverpool’s students
Student specialists Kaplan Living were planning a brand new education construction project at the University of Liverpool – the 259-bed University of Liverpool International College. Their goal was to create a world-class education and accommodation facility, with Kaplan’s high pastoral care standards embedded throughout.
The boundary of the proposed site lay along the spine of Paddington Village, Liverpool City Council’s flagship development site, so intensive collaboration with multiple parties was needed to enable construction to run smoothly.
The role we played
Having worked with Pulse Consult previously, Kaplan appointed our education construction experts to provide project management, quantity surveying and employer’s agent services.
Right from the beginning, we worked intensively with the contractor and Liverpool City Council, establishing regular liaison meets and a series of workshops. This meant work could be integrated and undertaken safely on both the Kaplan development and the wider Paddington Village scheme, without either project disrupting the other.

The results
Completed on time, on budget, the new building is unique in the UK. Set over 45,000ft2, it brings education and accommodation together under one roof, with modern teaching facilities, breakout spaces and a cafe.
As well as hitting high sustainability targets throughout construction, the finished building features solar panels, air source heat pumps, ultra-low energy LED lighting, and waste recycling that generates energy and heat for 100,000 homes and businesses a year.
The project also had social and community benefits. There was strong engagement throughout, with facilities created for local street markets, over 100 ongoing jobs created, 386 apprentice weeks generated and donations made to charities. We’re proud to say we achieved an excellent client satisfaction score and the project was a RICS Awards finalist.
