The challenge
Creating a new home for innovation & collaboration
Our client Oxford Technology Park Ltd recognised a real need for high-tech R&D, lab and production space to help nurture Oxford’s rapidly growing life sciences industry and attract investment into its innovative start-ups.
They wanted to create a new 400,000ft2 technology park providing the latest facilities, creating opportunities for collaboration and fostering a connected community.
Their goal was to roll out an effective, economical life sciences construction project, providing a consistently high-quality product to the expanding local market. This involved plans to develop 11 buildings over five years, with facilities including 50,000ft2 of hybrid industrial tech space, 5,000ft2 of innovation space and a 101-bed hotel.
The role we're playing
Oxford Technology Park initially brought Pulse Consult on board to provide project management consultancy, quantity surveying and scheduling. While most construction consultants would have pushed for a design and build route, the client believed they’d get the best value from a construction management approach. We had the flexibility, expertise and ingenuity to make that happen, really making the most of what that approach could bring to the development.
Our role expanded into full construction management, including taking up the vital position of certifying officer in the development’s post-acquisition phase. We were integral in developing a project team made up of consultants, site management experts and trade contractors that repeatedly delivered high-quality work at the fast pace the client and their market required.
Every step of the way, our construction consultants, in collaboration with the developer’s direct team, made continuous improvements – spanning everything from design details to a smooth-running sub-contractor supply chain.


The results
Today, nine of the park’s cutting-edge buildings are complete and six already occupied, creating a 400-strong community and a new hub for Oxford’s next generation of innovative science and technology-based businesses. Construction on two further buildings will be underway shortly, once the client gives the green light for the next phase.
As well as state-of-the-art facilities for individual businesses, the Park’s thoughtfully designed communal spaces are bringing innovative teams together, creating the potential for exciting collaborations. Meanwhile, its amenity-rich location is helping to attract new tenants, with easy rail and air links, as well as a large gym, shops, restaurants and pubs.
The development’s been very positively received and has rapidly become a real challenger for more established business parks in the area.
