The challenge
BREEAM Excellent housing for low-income London students
HG Living wanted to transform a tight central London site into high-quality, sustainably built accommodation for International Student House – a charity that provides reduced-rent housing for students who otherwise wouldn’t be able to study in London.
They needed expert project management consultancy, quantity surveying and cost consultancy to take their project from the design stage to doors open. This included negotiating their Development and Funding Agreement (DFA), at the same time as managing critical timeframes for a new student intake, and preparing for the potential implications of the new Building Safety Act (BSA).
The role we played
We put Pulse Consult managing director, Ian Carey, right at the heart of the project to protect our clients’ interests. Our experienced construction consultants began by working with HG Living on initial site viability, establishing the development’s risk profile and planning full mitigation.
To make the scheme happen, HG needed sign off on their DFA, so we managed multiple stakeholders, from the funder to the end user, to make sure everyone was in agreement.
The development needed to be ready in time for the proposed student intake, and we knew the BSA could mean delays. In response, our residential construction consultants drove the programme to ensure work could start before it came into enforcement. We had contingency plans in case the DFA wasn’t approved in time, but thanks to the team’s efforts, it was.
We then created and implemented the project’s construction contract, managing the programme of work. This included handling the logistics of a site surrounded by red routes, and negotiating with Transport for London on site deliveries.

The results
The project is running on budget, ahead of time, and HG Living are already so pleased with the Pulse Consult team that they’re discussing new opportunities to work together.
When complete, Kennington Lane will be a 185-room student development, designed to BREEAM Excellent standards. Set over nine storeys, with a concrete and brick façade, it’s set to be a sustainable, contemporary addition to the London built environment.
It will include study areas, communal spaces and a community cafe, as well as cycle parking, an amenity terrace and landscaping. The finished building will also feature sustainable prefabricated elements, including bathroom pods.
