The challenge
Regenerating a London community
At the Tustin Estate in London, residents voted overwhelmingly for a major regeneration scheme. With many homes in disrepair, and a feasibility study successfully carried out, it was a much-needed residential construction project set to make a hugely positive impact on the community.
The plan was to demolish 251 low-rise properties and build 690 brand new homes, including 202 replacement council homes, 443 affordable homes (including council and keyworker homes), 27 shared-equity homes and 220 homes for private sale. A further 10 council homes would be refurbished, the existing Pilgrims’ Way school would be demolished and replaced, and a new park and commercial spaces would be created.
Work was planned in four phases, with the whole scheme scheduled for completion in summer 2030.
The role we played
Southwark Council brought Pulse Consult on board shortly after the residents’ vote – and the countdown was on, right from day one. For the entire residential construction project to be viable, it needed to secure funding from the GLA (Greater London Authority), which meant work needed to start on site just 16 months after we were appointed.
To make this possible, we dedicated an experienced senior management team to the project, making sure we fully understood the pinch points for each stage and process, so we could set a critical path that allowed everyone enough decision-making time.
With this deadline in our sights, we carried out extensive project programming and planning, putting clear schedules and lines of communication in place to enable multiple workstreams to roll out at the same time. This has given teams working on different parts of the project full visibility and easy, open communication with each other and London Borough of Southwark. In turn, this has enabled the project to be carried out smoothly and efficiently, by a collaborative, proactive team.

The results
This is a complex residential construction programme with extremely tight deadlines, but we’re on track to deliver them, with 220 Phase 1 homes due for handover in December 2024. They’ll be followed by a second wave in March 2025 and a third in May 2025.
Making this possible has taken a lot of intensive, collaborative but hugely rewarding work, and we’re getting very positive feedback. Both the client and the community love the commitment, effort and support everyone at Pulse Consult is putting into the project, making sure any issues are dealt with quickly and efficiently, and everyone’s voice is heard.
