The challenge
Student living that brings local benefits
With two popular universities, Bristol urgently needs more student accommodation. At Moon Street, Red Oak Property saw an opportunity to provide it with an ambitious new residential and commercial construction project.
They wanted to create a new mixed-use development, featuring 184 student bedrooms across 5 levels. At the same time, Red Oak aimed to make a positive contribution to the local street scene by including attractive commercial units. However, with complex contracts to arrange and a failed planning application, they needed support to move forward.

The role we played
The Red Oak team brought in Pulse Consult thanks to our in-depth experience in both residential and commercial construction. They commissioned us to act as employer’s agents and cost consultants, helping overcome their planning obstacles and establish contracts with their chosen contractor, RED Construction South West.
We worked with the client to map out a JCT Design and Build (2016) contract, including arranging a PCSA (pre-construction services agreement) and letters of intent, so they could progress quickly. Our team then supported them through the contract administration process, incorporating amendments, building in construction-specific details and providing a clear breakdown of responsibilities.
We also worked extensively with the council to secure planning approval and give the client the green light to start on site.

The results
Our support enabled the client to take their project forward, with costs, contracts, contractors and planning permission in place – and this paved the way for a smooth, successful build.
The finished property provides desperately-needed student accommodation in Bristol, as well as commercial space that can serve local businesses and the community. In turn, this is creating job opportunities and improving the aesthetic of the area.
Above all, the project achieved the client’s goal of creating an asset they can hold onto for the coming years, generating regular cash flow, while growing in commercial value.
